However, sources indicate that Baker is leaning towards seeking one of the four at-large seats available on the Council. FitzGerald, who succeeded Baker in January 2024, is currently campaigning for reelection, though he has not commented on Baker’s potential candidacy.

Baker was first elected to the City Council in 2011 and completed six terms while representing District 3, which includes portions of Dorchester, South Boston, and the South End. Reflecting on his tenure, Baker described serving in office as a significant honor and showcased pride in the advancements made within his district during his time as a councilor.

During his last term, Baker encountered several conflicts with his fellow Council members and was openly critical of Mayor Michelle Wu. In particular, he opposed a redistricting map that significantly altered District 3’s boundaries and supported a lawsuit aimed at contesting the map’s constitutionality. A federal court ultimately ruled in favor of community members, resulting in the redistricting of district lines.

Should Baker choose to run for an at-large seat, he will be contesting against four incumbents, all of whom have already completed the necessary paperwork for the upcoming election. Experts suggest that Council President Ruthzee Louijeune and Erin Murphy appear to be in favorable positions for reelection. Notably, Murphy has publicly expressed her support for Baker, acknowledging his political experience and contributions.

Baker has indicated that he believes certain elements might be lacking on the current City Council, and he feels he has the capability to address these. With the election approaching, Baker must finalize his decision on whether to run. If he decides to pursue a candidacy, he has until next Tuesday to file and until May 20 to collect signatures for his nomination.

As the political landscape in Boston continues to evolve, the potential return of Frank Baker to the City Council could signal a shift in representation and influence, particularly concerning issues impacting the Dorchester community and the broader city environment.
