News Summary

Massachusetts has appointed Phillip Eng as the interim transportation secretary, following Monica Tibbits-Nutt’s resignation. Eng will also maintain his role as the MBTA General Manager, emphasizing a well-balanced transportation network. The transition comes during a time of scrutiny for MassDOT, particularly regarding several high-profile projects and funding. Governor Healey expressed confidence in Eng’s leadership to enhance collaboration and improve the state’s transportation systems.

Boston, Massachusetts – Massachusetts General Manager Phillip Eng has been appointed the interim transportation secretary, replacing Monica Tibbits-Nutt, who is resigning effective Thursday. The announcement was made by Governor Maura Healey in an email on Thursday morning.

Eng will take on dual responsibilities, serving as both the interim transportation secretary and continuing in his role as the general manager of the Massachusetts Bay Transportation Authority (MBTA). Alongside this leadership change, MassDOT Highway Administrator Jonathan Gulliver has been promoted to undersecretary of transportation while still fulfilling his duties as highway administrator.

Eng has expressed a strong commitment to both agencies and anticipates enhanced collaboration to improve the state’s transportation network. He highlights the need for a well-balanced transportation network that encompasses MassDOT, MBTA, highways, bridges, and local streets.

Governor Healey praised Eng’s leadership abilities and noted his extensive experience in navigating a critical period for public transportation, with particular focus on safety and reliability. Tibbits-Nutt confirmed she will return to the private sector but will assist as an advisor until December 31 to ensure a seamless transition of leadership.

During her tenure, Tibbits-Nutt oversaw noteworthy investments in transportation infrastructure, including significant projects such as the Cape Cod Bridges and West-East Rail initiatives. Under her leadership, the state secured over $1.8 billion in federal transportation funding, marking the highest amount in the state’s history. However, her time in office was not without controversy, as critics raised concerns regarding her effectiveness, particularly with issues such as state border tolls and commuting choices.

Eng has indicated confidence in managing both roles and has emphasized the importance of effective team-building within both the MBTA and MassDOT. Although he has not yet discussed a potential permanent appointment as transportation secretary, he remains open to the possibility for as long as necessary to facilitate a successful transition.

This leadership transition comes during a period of significant scrutiny for MassDOT, which recently decided to put a contentious contract for redeveloping highway service plazas back out to bid amid ongoing public and legal disputes. Eng began his role as MBTA General Manager in 2023 and brings with him over 40 years of transportation experience from various leadership roles in transportation agencies across New York.

Governor Healey expressed confidence in Eng’s ability to integrate the two agencies effectively, aiming for improved outcomes for transportation systems throughout Massachusetts.
